Is there a priority rank in effect between a sub-faction ability and a normal ability?

For example does Tenacious come into effect before Berserk or vice-versa?

To save a life point here and there?
Both effects trigger at the same time, there is no priority.
I would go by math order as usual. Divide first, then substract.

I'm running a game tonight & one of my players asked me. He's playing Nordgaard. I said Tenacious then Berserk.

Does not matter with odd damage numbers. But with even numbers and your way the model would take as much damage using tenacious as without.

There is no rule for that in the rule book beside the statement on page 16:

Resolving rules issues

In the case that players have different opinions about a rule
or a special game situation, you should look up the exact rule
or situation in the rulebook. If this takes too much time to
clarify, then let the fates of Calydorn decide.
Both players roll a die, and the one who scores higher wins
the decision.

A good rule that we use here locally:

If 2 effects make a difference when choosen in a different order and both effects are owned by the same player, the owning player chooses the order of effects.
If 2 effects make a difference when choosen in a different order and the effects are owned by different players, let a die roll decide.
The one who scores higher wins the decision.
