Fallow - 1st spell is upgrade mutation
Bisotaur - 1st spell is upgrade mutation and 2nd is pernament muatation

It means:
They are equipped with these spells which are listed below.
So they do not have to spend points to buy them.

As Mnil stated already:
Fallow Shaman - His free spell is upgrade mutation
Bisotaur Shaman - His free spells are upgrade mutation and pernament muatation

Other spells from their lists they have to buy as normal.
And they still have to roll the dice to cast them as normal (page 77 and following in the rulebook).

Are Upgrage mutation and permanent mutation part of a mutation spell set? casting them on reavers tribesman, is Mutable rule valid?

Yes. Mutable applies to those spells too.

Maybe we should add them to the spell cards in future to make that clear. Right now they are only listed on the profile cards of the Shamans.

I was wandering when I cast a permanent mutation on a unit, can I cast another mutation on that unit later? First I cast long legs, make it permanent, next or in the next round I cast Bulging Biceps on the same target.

I could not cast the same spell for cumulative +1 MOV... due to the rule that you can only have one effect of exactly the same name...

I'm I correct?

By the way, can you make multiple different mutations on the same model/unit permanent? Or is it kinda "Meep, permanent mutation effect is already on the target, please choose another one?"
